The Government of the Republic of Vanuatu seeks to enhance its economic
resilience.diversify national revenue, and assert its global relevance
through strategic physicaland digital residency initiatives;and it is
expedient to ereate a central institution to manage, regulate, and
promotethese programmes under a unified legislative framework:
BE IT ENACTED by the Parliament of the Republic of Vanuatu as follows:
There is hereby established a body to be known as the Vanuatu National
Bureau.
Consist of the following divisions:
Residency Division (for VNS);
Digital Residency Division (for VNOS);
Resident Support Division (for long-term support to VNS and VNOS
holders, both domestically and internationally).
There is hereby established a body to be known as the Vanuatu National
Bureau.
Administer the VNS and VNOS programmes;
Maintain national residency and digital residency registers;
Monitor and certify service providers;
Promote transparency, compliance, and operational integrity;
Coordinate with government ministries, regulators, and international
partners;
Establish and manage global outreach offices and partnerships to support
VNS and VNOS holders residing outside Vanuatu, including assistance with
documentation, access to services, and programme awareness.
