What is the VNOS Programme?

In response to the challenges posed by the post-COVID global economy,the Government of Vanuatu proposes the creation of a pioneering residency status designed to attract foreign investment and bolster the country's global connectivity.This proposal introduces the Vanuatu National Status(VNS)programme a flexible residency solution offering unrestricted entry and residence to qualifying individuals,without conferring full citizenship.

This initiative aligns with the Government's broader economic goals,contributing to the CBD Stimulation Fund Programme and the Special Economic Zone Initiative.By promoting sustainable economic growth,the VNS programme will play a crucial role in advancing key development projects for Port Vila and the wider nation.

Individual Eligibility

Must be 18 years or older.

No criminal record.

Financially independent.

Individual Eligibility

Immediate family members(civil partners,dependent parents,adult children, siblings, adopted children,elderly dependents)may apply with the primary applicant.

Individual Eligibility

Up to three business partners or life companions may apply together.

Enalties for misusing the certificate

Any person who knowingly provides false information or misuses their Vanuatu National Status documentation shall be liable to:

A fine not exceeding VT 5,000,000;

Imprisonment for a term not exceeding two years;

Both.

Legal basis

The implementation of the VNS programme will rely on the following legislative frameworks:

Vanuatu Immigration Act [CAP. 66]: Establishes the legal basis for the VNS , detailing their structure, rights, and procedures for issuance and renewal.

Vanuatu Passport Act [CAP. 50]: Governs the issuance of non-citizen travel documents under the VNS programme only. These travel documents will be clearly marked to denote their non-citizen status.
